rules放在s3上加载不出来啊，从启动日志看是找不到。日志已经可以存在s3了，配置是没问题的。

碰到了同样的问题，尝试在 ruler 配置部分加上了rule_path: /tmp/scratch，没有 "open /rules: no such file or directory" 报错了，不过还是加载不出来 rules
