Weird Half Scroll on initial load on smaller viewport height

When viewing my site: https://waverlypensacola.com/ on a viewport height less than 790px the first screen loads but then the right half is put off screen. This is corrected if the site is scrolled or resized

As you can see it only happens on the initial load of the site, if you resize the screen it fixes itself

Can you provide an isolated reproduction?
No external JS code and CSS files and the minium amount of HTML code possible.

So I was able to isolate the issue to a scroll overflow on the last screen causing the issue. As a current workaround, I've shrunk all text and spacing to be much tighter as not to cause a scroll overflow on a realistic viewport height.
