Merge #156646

156646: kvserver: skip flow control integration tests under duress r=tbg a=tbg

This commit adds `skip.UnderDuress` to all flow control integration
tests that start test clusters and compare output against datadriven
test files. These tests are resource-intensive and can be flaky under
duress conditions.

Inspired by #156181 and many flakes before it.
