I like to have some more information on the nature of the vulnerability. At first I thought “Wow, a security issue in ASP.NET Core identity which is used in like all the applications I’m involved in”, but looking at the source of RefreshSignin it appears that the only vector that is arbitrary, is attempting to refresh with a different user that is currently signed in. The claims principal itself is protected by the encrypted cookie or token, and if those encryption keys are leaked you have a whole other host of issues. Must also note that you must either use the default ASP.NET Core Identity UI (which calls RefreshSignin) or call RefreshSignin yourself. There appears to be no ASP.NET Core code other than the built-in identity UI calling the vulnerable code. edit: Seems to be PR #60881 - commit d42bdf6 - exactly what I thought. Executive summary
Microsoft is releasing this security advisory to provide information about a vulnerability in ASP.NET Core 9.0 , ASP.NET Core 8.0, and ASP.NET Core 2.3. This advisory also provides guidance on what developers can do to update their applications to address this vulnerability.
A vulnerability exists in ASP.NET Core applications calling RefreshSignInAsync with an improperly authenticated user parameter that could allow an attacker to sign into another user's account, resulting in Elevation of Privilege.

How do I know if I am affected?
If you have a runtime or SDK with a version listed, or an affected package listed in affected software or affected packages, you're exposed to the vulnerability.
How do I fix the issue?
dotnet --infocommand. You will see output like the following;Once you have installed the updated runtime or SDK, restart your apps for the update to take effect.
Additionally, if you've deployed self-contained applications targeting any of the impacted versions, these applications are also vulnerable and must be recompiled and redeployed.
