Address bind errors should be considered fatal

While deploying php-fpm_exporter, I found that the process, which is managed by systemd is returning connection refused but still is running and reported active by systemd. The process should exit when it can't bind to the address so that the error is correctly propagated to monitoring tools or process managers.
