No Atomic Transaction API

There should be a AtomicTransatactionCommand class with to do the following.
appendrawexchange
completerawexchange
createrawexchange
decoderawexchange
disablerawtransaction
preparelockunspent
preparelockunspentfrom

I briefly attempted but was getting a 500 error back from server. will probably work in this in the next week or 2 if no one else picks it up
