fix(ci): account for 8.0.0 publish MONGOSH-1833 (#2179)

Refactor the evergreen CI matrix in response to 8.0.0 having been
published so that:
- On platforms that have been EOL'ed in 8.0.0, we run e2e tests
  using the 7.x server instead
- We account for the 8.x minimum on RHEL 9 being RHEL 9.3 specifically
- We use the stable shared library versions again (MONGOSH-1833)
