feat: add marketplace release workflow

- Introduces a new GitHub Actions workflow for automated marketplace releases
- Includes steps for code checkout, dependency installation, testing, building, and creating GitHub releases
- Comments on Issue #8 upon successful release tagging
- Prepares for future npm publishing with a placeholder step
