Keep --early-hints only for production and testing

Removed --early-hints flag from development-only Procfiles.
Kept it in:
- Procfile (production deployment)
- Procfile.dev-prod-assets (local testing with production assets)

Early hints are most useful in production and when testing with
production-compiled assets.
