feat: ensure CPU and Wall time is not zero

Description

Current record format for APEL uses int for CPU and Wall duration. This may produce records with 0 usage of CPU, which is not expected. This change forces reporting 1 second at least on those fields when creating a ssm record, while keeping the record format unchanged.
