Add Majority Element Algorithm Using Boyer-Moore Voting

This PR adds the Majority Element algorithm, which efficiently finds the element that appears more than n/2 times in an array using the Boyer-Moore Voting Algorithm. The implementation includes type hints, a comprehensive docstring, and doctest examples for easy verification. This addition enhances the array algorithms collection with a classic solution for majority detection problems.
