Overview
This pull request introduces Optical Distribution Points (ODP) management functionality into the system.
It allows administrators to create, edit, list, and manage ODP data directly from the admin interface.

The goal of this update is to improve the management of fiber network infrastructure by adding centralized control for Optical Distribution Points (ODP).
Testing
All new features have been manually tested in a local development environment and verified to be working correctly.
