8.3.2 Release

PR that contains 8.3.2 content used for certification of the release. While pending true documentation on the core changes to the repository, a quick overview is as follows:

• wait_timeout parameters have been renamed to timeout to better represent what they do
• wait_on_binding functions have generally been renamed to wait_some_time
• In a number of functions, the binding_wait_time parameters have been renamed to better represent what they are waiting for. Some of the names used:
  • wait_after
  • wait_after_click
  • wait_after_hover
  • wait_after_overlay_removed

I'm extremely curious as to why we didn't need Dropdown changes after all, but if this content is working as-is, then I am fine with it.
