Not very often, but sometimes
packagefails when building / signing and usually passes on retry. Even though doesn't happen often, failed package task prevents a lot of other dependant ones from running, so we want to try re-runningpackageif that happens. The way evergreenretry_on_failureoption works it will only retry once, so it won't be stuck in a loop if there's an actual issue, but should help with occasional flakes
