chore(e2e): allow to automatically retry failed tasks when packaging

Not very often, but sometimes package fails when building / signing and usually passes on retry. Even though doesn't happen often, failed package task prevents a lot of other dependant ones from running, so we want to try re-running package if that happens. The way evergreen retry_on_failure option works it will only retry once, so it won't be stuck in a loop if there's an actual issue, but should help with occasional flakes
