After specifying the OV runtime hash commit, the CI has passed. The only failed pipeline is the Mac one, but this is due to absence of Mac builds. Perhaps, they just were not created. I guess this is a green flag to merge the runtime changes. |

Yes, Mac is built in nightly which isn't triggered for PRs. Enqueued #3003 |

Description
Move the SDPAToPA-related functionality to the transformation to avoid decoupling the code that needs to be a part of a single component.
This would help to make the transformation more isolated and testable.
